There ought to be a pivot from straight-up remittances (straight-through processing) to wallets (stored value) in the United States. This is a mindset change and is not too difficult to do.

If you can pivot to this, you will reduce your overall chargeback exposure (you cannot eliminate it, but you will reduce it nonetheless).
